ProxyElite Service Rules
Please read all the rules of using our service carefully. By registering, you confirm that you accept them in full.
We categorically oppose any illegal actions on the part of our clients. Our service has certain restrictions, and the use of our proxies for the following purposes is strictly prohibited:
You may not use the services of "ProxyElite.Biz" in any way that contradicts the Terms of Use or the Service Terms relating to specific services. It is also prohibited to sell, resell, or duplicate any products or services of the company without its written consent. The above points are examples, and this list may be periodically updated. We reserve the right to remove any content or suspend service to users who, in our opinion, violate these terms.
In order to ensure high-quality and prompt review of complaints related to violations of the rules of using our services, ProxyElite.Biz introduces a complaint processing fee. Starting February 7, 2024, a fee of 50 US dollars will be charged for each complaint. This measure is aimed at covering the administrative costs associated with investigating and making decisions on complaints. Each complaint will be processed separately, and a separate invoice will be issued for each one.
Upon receiving a complaint, we will conduct a full investigation to establish the facts and take the necessary measures. The client will be notified of the complaint and given the opportunity to comment on the situation. During the investigation, the client's services will be temporarily suspended.
The complaint review fee is non-refundable and is charged regardless of the outcome. The invoice will be issued at the end of the investigation, and payment must be made within 3 days of its issuance. Notifications about complaints are sent exclusively through the ticket system in your personal account. If a complaint does not fall under the conditions requiring payment, or if ProxyElite.Biz considers the complaint unjustified, the fee may be returned.
The company reserves the right to change the complaint processing fee at any time without prior notice. Changes will be published on our website and take effect immediately. By continuing to use our services after such changes, users confirm their agreement with the new complaint review fee.
In the case of repeated complaints against a client, ProxyElite.Biz may suspend all services without refund. The client may be exempt from paying the complaint review fee at the discretion of ProxyElite.Biz, especially if they actively cooperate and take measures to prevent such situations from recurring.
Access to ProxyElite.Biz services is permitted only for persons who have reached the age of 18 and have full legal capacity in accordance with the laws of their country. By using our service, you confirm that you meet these requirements and have the right to enter into legal agreements and obligations. You also guarantee that the information you provide during registration or at any other time is accurate and up to date. Violation of these conditions may lead to immediate blocking of access to the service without prior notice.
Within 24 hours of activating your account in our service, if our proxies don't suit you, you can get a refund. To process a refund, contact technical support.
The refund applies provided that usage limits have not been exceeded. This rule applies to all four proxy types — Datacenter, rotating, personal, and ISP. We do not require you to explain the reason for the refund — a ticket with the order number is sufficient.
To ensure stable and reliable operation of our service, we set limits on the number of concurrent connections depending on the plan.
When the limits are exceeded, your service switches to "Slow Mode", where only one concurrent connection per IP is available. The time the service will run in "Slow Mode" depends on the number of violations within 24 hours:

We offer Datacenter proxies (data center proxies) for sale. These proxies are not residential or mobile, which may cause some sites to treat them as IP addresses for automated actions or use. When using such proxies, it's important to carefully monitor your browser fingerprint, fingerprints, and profile browsing history to avoid detection of proxy use.
Although we have separate pages with proxies for specific sites, we offer functional proxies as a working product. We guarantee that all our proxies work and have internet access, however, we cannot guarantee that every proxy will be compatible with the site chosen by the client. By purchasing our services, the client should understand that the proxies may not work fully or may not work at all with their specific site.
In our standard plans, we do not sell proxies for specific sites, however, the client can always contact support with a request to update the proxy list at no additional charge or by selecting IP addresses from our database that will be compatible with a specific site (paid service).
As a proxy sales provider, we attach great importance to security and compliance with the law in our operations. Due to the actions of some clients, we are forced to restrict access through our proxies to certain websites. Mainly, this concerns sites related to banks and payment systems, government portals, mail services and newsletters, and stock exchanges.
To verify the geolocation of our proxies, we rely exclusively on the official RIPE tool (Réseaux IP Européens Network Coordination Centre). RIPE is the primary source of IP address geolocation data in Europe, as it manages their distribution and provides the most up-to-date information. Please keep this in mind when buying proxy services on ProxyElite.Biz.
Datacenter proxies can frequently update their location, which distinguishes them from residential and mobile proxies. Databases such as 2IP, MaxMind, Ip2Location, Ipfy, and others are not official sources and may update with a delay.
We strictly adhere to using data only from official sources. Note that companies such as Google, Yandex, Meta, and Instagram also have their own geobases, and checking IP addresses against their databases is not possible.
When registering on the ProxyElite.Biz website, you agree to keep your account credentials and password confidential and are responsible for all actions taken using your account. It is recommended to use strong passwords that include a combination of upper and lower case letters, digits, and symbols, and not to share them with third parties.
If you detect unauthorized access to your account or other security violations, you must immediately notify ProxyElite.Biz. The company is not responsible for losses or damage arising from violation of these security rules.
We take all possible measures to protect user information, however, data security also depends on your compliance with security rules. Remember that data transmission over the internet is not always secure. Despite our efforts to protect your data, ProxyElite.Biz cannot guarantee absolute security of information transmitted to us or used by our services.
All materials and services provided on the ProxyElite.Biz website are the property of the company or its licensors and are protected by intellectual property laws. Without explicit written permission from the site administration, no part of the content or services may be copied, reproduced, uploaded, published, transmitted, or distributed.
Users may use ProxyElite.Biz services and its content only for personal and non-commercial use, retaining all copyright and other rights notices for the content and without modifying it.
Any unauthorized use of materials from the ProxyElite.Biz website or services, beyond the stated conditions, is strictly prohibited and may entail legal liability.
ProxyElite.Biz reserves the right to change the Terms of Use and other documents without prior notice. Changes take effect immediately upon publication on the site. We recommend that users check for updates regularly. Continued use of the services after changes means your agreement with the new terms. If you do not agree, your only option is to stop using the services. Changes may include new services, features, changes to pricing, and payment terms.
ProxyElite.Biz reserves the right to suspend or terminate your access to the services at any time without prior notice if you violate the terms of use or applicable law, or if there is damage to the interests of other users or ProxyElite.Biz. Upon termination of access, you must immediately stop using the service and delete all uploaded materials.
ProxyElite.Biz may also modify, suspend, or discontinue services without notice. We are not liable for any changes or discontinuations of services. In case your account is terminated, you are obliged to fulfill all obligations up to that date, including payment of debts to ProxyElite.Biz.

Who needs to know the rules
The rules are the same for all plans, but different types of clients encounter different points. Below are typical scenarios and relevant rules.
Parsing and data collection
Important: concurrent connection limits (rule 5), prohibition on DDoS-like load (rule 1). Exceeding the limits → Slow Mode.
Traffic arbitrage
Important: we cannot guarantee work on a specific site (rule 8). For protected platforms, use ISP proxies.
Banking and payment systems
Important: we block access to banking sites (rule 9). For fintech, use personal IPv4 with a whitelist.
Refunds
Important: 24-hour refund policy (rule 4). If the proxies don't suit you — request a refund via a ticket within the first 24 hours.
Complaints and investigations
Important: complaint review fee of $50 (rule 2). When a complaint is filed, services are suspended pending investigation.
Geolocation
Important: verification only via RIPE (rule 10). 2IP, MaxMind databases may show different data — this is not a reason for a refund.
B2B clients
Important: additional services (rule 7) — package splitting, subnet selection. For corporate orders — a dedicated manager.
Account security
Important: account security (rule 11). Use strong passwords, do not share credentials with third parties.
How rule compliance is monitored
The technical mechanics without simplifications. Understand how ProxyElite monitors rule compliance and what happens on violation.
Traffic monitoring
The system automatically monitors traffic through the proxies. Volumes, request frequency, target domains are checked. Without logging content — only metadata.
Compliance with concurrent connection limits (rule 5) is monitored.
Automatic protection
When connection limits are exceeded, the service automatically switches to Slow Mode — one connection per IP. Duration depends on the number of violations.
Access to blocked sites (rule 9) is cut off at the routing level.
Complaint processing
When a complaint is received (from an upstream provider, rights holder, or third parties), the client's services are suspended. An investigation is conducted.
The review fee is $50 (rule 2). The client is notified via the ticket system.
Blocking or restoration
If a violation is confirmed — blocking without refund. If the complaint is unjustified — services are restored, the fee may be returned.
Repeated violations → full account blocking (rule 14).

Strictly prohibited: distributing malware, brute force and password guessing, fraud and phishing, carding, illegal gambling, copyright violations, participating in DDoS attacks, distributing pornography and violence, collecting personal data without permission. We guarantee that the proxies work and have internet access, but we do not guarantee compatibility with a specific site.
